  1. The College will have one Associated Students organization, which is recognized by the RCC Board of Education, called the Associated Student Government of Rogue Community College (ASGRCC). Its governing board will be called the ASGRCC Executive Council.
  2. The ASGRCC organization will have an established ASGRCC Constitution and Bylaws which defines its mission, membership, membership requirements, structure, and elections/appointments of the Executive Council, responsibilities and duties of the Executive Council, recognition of student clubs and organizations, meetings of the Executive Council, quorum, and documents used by the Executive Council in support and execution of its operations.
  3. The ASGRCC Executive Council will be elected or appointed in accordance with the ASGRCC Constitution and Bylaws, which can be found at the Associated Student Government and RCC webpage.  The Executive Council will keep an account of its meetings, allocations, expenditures, authorizations and established policies.
  4. Student Government officers are volunteers of Rogue Community College that serve on the ASGRCC Executive Council, ASGRCC Committees, and College councils and committees, and receive a term-based stipend equal to the value of up to 12 credits of tuition, dependent upon the expectations of the assigned leadership role. Refer to the ASGRCC Constitution, Bylaws, and Standard Operations Procedure Manual.
  5. The duties of the officers of the ASGRCC Executive Council will reflect the responsibility to maintain official records including meeting agendas and minutes, budget expenditures, and protocols as established in the ASGRCC Constitution, Bylaws, and Standard Operations Procedure manual.
  6. An Associated Student Government officer will report regularly, when invited to scheduled Board of Education meetings.
  7. The ASGRCC Executive Council will make every effort to appoint a student representative to RCC shared governance councils and committees.
  8. In accordance with ORS 260.432, the ASGRCC Executive Council or a member of ASGRCC while acting as a member, may make a statement or issue a resolution to promote or oppose (a) the gathering of signatures on an initiative or referendum petition; or (b) the adoption of a measure. Except for facilitating the actions described above, the ASGRCC Executive Council, or a member of ASGRCC while acting as a member, may not use mandatory student-initiated fees, mandatory enrollment fees, mandatory incidental fees or any public moneys to promote or oppose any political committee or promote or oppose the appointment, nomination or election of a person to a public office, the filing of or the gathering of signatures on an initiative, referendum or recall petition, the adoption of a measure or the recall of a public office holder.
  9. Upon request, the ASGRCC Executive Council may be granted access to survey students, attend student orientation programs, campus welcome events, and access to student email for the purposes of communicating with students directly to promote student programs and resources, such as student events, student publications, shared governance, and voter education.
  10. The Director of Student Engagement or designee will serve in an advisory capacity to the ASGRCC Executive Council.

RESPONSIBILITY: The Director of Student Engagement is responsible for implementing and updating this administrative procedure.
