AP 2430 Delegation of Authority to the College President

The College President may delegate any powers and duties entrusted by the Board of Education (Board) (including the administration of colleges and centers) but will be specifically responsible to the Board for the execution of such delegated powers and duties.
The College President shall be responsible for reasonable interpretation of board policy. In situations where there is no board policy direction, the College President shall have the power to act but such decisions shall be subject to review by the Board. It is the duty of the College President to inform the Board of such action and to recommend written board policy if one is required.
The College President is expected to perform the duties contained in the College President’s job description and fulfill other responsibilities as may be determined in annual goal-setting or evaluation sessions.

The job description and goals and objectives for performance shall be developed by the Board of Education in consultation with the college president.
The College President shall ensure that the entity complies with all relevant laws and regulations and submits all required reports in timely fashion.
With approval of the Board, the College President will delegate the following duties and other duties as specified:
- Custodian of RCC District funds.
- Custodial responsibility for all fiscal records of the Board.
- All financial reports as requested by the Board and President/District Clerk and required by law.
The Board delegates its authority to the College President for administering the laws and policies governing the College with the understanding that the following decisions will be referred to the Board:
- Situations that conflict with current Board policy.
- Matters involving major differences of opinion after administrative remedy has been applied without arriving at a viable solution.
- Establishing salary guidelines and proposed contracts to be offered college personnel and contracts that would be binding to the Board.
- All other matters which the College President wishes to call to the attention of the Board.
Responsibility of the College President includes, but is not limited to, the furtherance of college programs and services, budget preparation, human resources administration, community relations, and supervision of college programs and services.
All Rogue Community College (RCC) news releases shall be channeled through the President’s Office or a designated representative. The RCC Board Chair and the College President are the official college spokespersons and may choose to perform that function or delegate it as appropriate.
