How To Report an Incident or Concern
RCC encourages all individuals to report any alleged or suspected violation of its sexual harassment, gender discrimination and sexual misconduct policies to the Title IX office, and there are several options. You can choose the option that feels safest and most comfortable for you:
- Complete the online reporting form.
- Email the Lead Title IX Coordinator at Title9FREERogue%20Community%20College.
- Call or text the Lead Title IX Coordinator at 541-956-7124 (¡Hablo Español!).
- Visiting the Lead Title IX Coordinator on campus:
- Redwood Campus, H Building, Room 4.
- Table Rock Campus, A Building, Room 131.
You are not required to file a formal complaint to receive support.
The Title IX Coordinator will consider how to proceed when individuals request that their name or other identifiable information not be shared with the respondent or that no formal action be taken. In such circumstances, the Title IX Coordinator may arrange for limited fact-finding by an investigator to better understand the context of the complaint.
Your wishes are respected whenever possible while still meeting the college’s responsibilities under Title IX.
RCC has counseling professionals to provide services to our registered students to support your well-being and success.
RCC Counseling Services options include:
- In-person appointments.
- Phone or Zoom sessions.
Counselors can help with personal concerns, career questions, locating community resources and navigating RCC processes, including Title IX reports or complaints.
As a student or employee at RCC, you have the right to:
- Learn and work in an environment free from gender discrimination and sexual harassment.
- File a non-criminal incident report under RCC Board Policies and Administrative Procedures.
- Request a criminal investigation through law enforcement.
Receive supportive measures, whether or not you file a formal complaint. - Expect a prompt and thorough review of formal Title IX complaints.
- Access resources and support without being discouraged.
- Be free from retaliation for using RCC processes or services.
You have these rights regardless of your race, color, ethnicity, national origin, age, sex, sexual orientation, gender identity or expression, physical or mental disability, religion or any other protected class.

Retaliation can take many forms, including intimidation, threats, abuse or violence. RCC prohibits any attempt to seek retribution against an individual or group of individuals involved in filing a report or complaint, participating in the disciplinary process or opposing in a reasonable manner an action believed to constitute a violation of college policy.
