How to Submit a Request

Public records requests must be submitted in writing using one of the following methods:

Requests submitted online or by mail are considered received once they have been read by the recipient.  An acknowledgement of receipt will be provided within five business days of receiving the request.  

Receiving Records

  • Records are provided electronically whenever possible. 
  • Requests for physical copies must include a mailing address and will include copy and postage costs. 
  • Large files may be delivered through secure hyperlinks.

Public Records Fees

RCC charges fees as allowed under Oregon law to recover the actual cost of fulfilling requests.

Standard Copy and Scan Fees

  • Black and white page, per side (any size): $0.25 per page. 
  • Color page, per side (any size): $1.50 per page. 
  • USB drive: $15.00.
Supplemental Fees
  • Off-site retrieval: Current courier rates. 
  • Virtual file transfer: $50.00 per file. 
  • Certified mail: $6.75 per ounce. 
  • Postage and shipping: Current postal rates. 
  • Email delivery: No charge.
Labor Fees

Requests requiring more than 30 minutes or attorney review may include labor charges:

Administrative: $50 per hour. 
Professional: $70 per hour. 
Manager: $90 per hour. 
Attorney: $150 per hour. 
Data analysis or custom reports: $200 per hour.

Fee Reductions and Waivers

RCC may reduce or waive fees in limited circumstances:

  • Public interest requests: May qualify for a reduction or waiver. Include a statement explaining how the request benefits the public. 
  • Simple requests: Noncommercial requests requiring less than 30 minutes of staff time may qualify for a waiver. Typically limited to two per month per requester. 
  • Commercial requests: Not eligible for fee waivers.
