AP-3225: Institutional Effectiveness

Strategic Plan Publication and Update
Rogue Community College shall develop, adopt, and publicly post its mission, vision and goals at all campuses and centers as well as the college website and catalog. The Director of Institutional Research, Effectiveness and Planning recommends to the college president the timing and process for updates of the strategic plan. All changes to the strategic plan must involve broad engagement of all college stakeholders and be approved by the Board of Education. The college Marketing Department leads the review and update of all strategic plan publications in consultation with the president.

Institutional Strategic Plan Assessment
Oversight of institutional strategic planning assessment resides with the Director of Institutional Research, Effectiveness and Planning and includes input from the College Effectiveness Council and the Assessment Coordinator. RCC must demonstrate assessment of measurable institutional outcomes, analysis of progress toward outcome targets and core themes, and use of these analyses for institutional improvement and mission fulfillment using summary program level data submitted annually. 

Institutional Learning Outcomes Assessment
These outcomes (general education) are designed to assess student learning across diverse learning pathways to determine how well students meet program and discipline level achievement in learning outcomes considered essential by faculty and employers.

Program Learning Outcomes Assessment
Each college program must align its goals and learning outcomes to the college strategic plan. These program plans are assessed on a five-year cycle. RCC programs must demonstrate assessment of measurable program outcomes, analysis of progress toward outcome targets, and use of these analyses for program improvement. Student achievement of program and discipline learning outcomes is assessed through annual assessment of course learning outcomes aligned to program/discipline outcomes. Course outcome data (involving all course modalities) is used as evidence of student learning and indicates where programs/disciplines can implement improvements.

Publication of Assessment Results
Assessment results at the institutional, program, and course level are available to college employees online.

Identification of Programs
Other programs are identified using the Council for the Advancement of Standards in Higher Education. Instructional Services programs lead to a degree or certificate.
