Satisfactory Academic Progress (SAP)

Federal regulations require students receiving financial aid to maintain satisfactory academic progress and be working toward a degree, certificate or transfer program.

Federal and state regulations require the Financial Aid Office to review your academic progress at Rogue Community College when your eligibility for financial aid is awarded and at intervals as you make your progress toward completion of your certificate, degree or transfer program. Therefore, your RCC transcript will be reviewed prior to calculating your initial offer of aid each year as well as at the end of each funded term to determine if you have made satisfactory academic progress toward your educational goal. You will be notified in writing if you have not made satisfactory progress.

All terms of attendance, including those in which financial aid was not received, are considered when determining your satisfactory academic progress.

Maximum Cumulative Attempted Credit Allowance

There is not really a time limit on the financial aid you may receive at RCC as long as you are making satisfactory academic progress, however you are allowed a limited number of credits under financial aid. Different programs have varying credit allowances. You need to complete your certificate, degree or transfer program within the following maximum credit allowances:
  • One-year certificate programs requiring 36-49 credits for completion - Up to 54 ATTEMPTED credits to complete*.
  • One-year certificate programs requiring 50+ credits for completion - Up to 75 ATTEMPTED credits to complete*.
  • Two-year associate degree programs - Up to 135 ATTEMPTED credits to complete*.
*All credits attempted at RCC (not including up to 45 Academic Skills credits), plus credits transferred to RCC will be counted toward maximum funding time-frames, whether or not you received financial aid funds. Credits for repeated courses will count toward your maximum attempted credits.
Academic Skills: Courses prepare you for study at the college level and include any RD, SK, or DE, WR through 30, MTH through 95, CS through 65, and HD under 100 courses. Up to 45 DE credits will not count toward maximum attempted credits allowable. You may not receive aid for any DE enrollment over 45 attempted credits. If you are inadvertently paid for such enrollment, you will owe a repayment. If DE enrollment beyond 45 attempted credits is necessary while on financial aid, submit a written notification to Rogue Central Services for Students of such enrollment no later than the second week of the term so that aid can be adjusted to match eligible enrollment.

Credits Transferred from Other Colleges: To transfer credits from other institutions, you must submit official transcripts to RCC's Enrollment Services Office for evaluation. While an official Degree Evaluation is pending, all completed credits are counted. Once complete, all credits transferable toward your program of study count toward your maximum attempted credits.

Prior Degree: If you have already earned at least a two-year degree, it is considered that you've already reached the 135 maximum credit allowance. Thus, for possible further access to financial aid, you must appeal. To appeal, submit a Satisfactory Academic Progress Appeal Form, available at Rogue Central Services for Students, for a length of time/credit allowance. RCC program students must also submit an official Degree Evaluation from RCC's Enrollment Services Office. Students enrolled in prerequisite or co-requisite transfer work toward a non-RCC program must have their transcripts evaluated by their program school and then must submit a signed statement from their non-RCC program advisor specifying the RCC courses/credits that are outstanding program requirements. You will be notified in writing as to the outcome of your appeal and what, if any aid eligibility you have.

Financial Aid Enrollment Level

Your financial aid enrollment status will be based on your actual enrollment at the end of the second week of the term, or at the time your funds are disbursed. Your financial aid award may change if you add or drop classes before the end of the second week of the term. If you do not successfully complete at least the minimum number of attempted credits each term based on the enrollment level on which you were funded, you may be disqualified for further financial aid.

Listed below are the Term Credit Completion Rate requirements for each level according to the following schedule:

Please note that if your cumulative completion rate (cumulative completed credits, divided by cumulative attempted credits) is below 68%, RCC has the right, based on an individual review of your pattern of unsatisfactory completion, to put you on a probationary term or suspend future access to aid until you bring your cumulative completion rate up to at least a 68% level.

Eligible Credit Hours

As a Financial Aid recipient, enroll only in courses that move you toward graduation (See Advising Guide) and be sure that each term includes at least one term-length, for-credit course. Eligible classes include:

  • Adult Basic Education (ABE), GED or High School Completion Credits, or continuing education units (CEUs)
  • Repeated courses unless replacing a grade of less than "C"
  • Less than term-length classes unless at least one term-length, for-credit course is taken during that same term
  • Credit from challenge exams
  • Credits for prior learning

Grades and minimum GPA requirements

You must maintain a 2.0 or higher cumulative grade point average (GPA) by earning satisfactory grades. Failure to maintain a term GPA of at least 2.0 has the same effect on your standing as completing less than the required completed credits for your enrollment status.
  • Satisfactory grades that are counted toward completed credits are: A, B, C and P
  • Unsatisfactory grades, or those that are NOT counted toward completed credits are: AU, F, I, NP, W, Y, Z and credit-by-exam.
  • A grade of D is accepted as satisfactory for financial aid purposes only if your cumulative GPA is 2.0 or better

Determination of SAP Standing

Satisfactory academic progress will be determined by Financial Aid staff when you first enroll at RCC and at the end of each term based on your enrollment status, the number of credits you satisfactorily complete, and your grade point average.

If, while in good standing, you successfully complete less than the required completed credits to maintain good standing, but at least 3 term-length credits while maintaining a cumulative GPA of at least 2.0, you will be granted up to one automatic probationary term during an academic year. While on automatic probation, you will continue to receive financial aid for which you are eligible.

If you do not successfully complete at least 3 term-length credits and/or your cumulative GPA falls below 2.0, you will not be eligible to receive financial aid.

Unsatisfactory Academic Progress

When a student does not demonstrate satisfactory academic progress (SAP) by meeting the minimum requirements to maintain good standing for financial aid purposes, he/she is either placed on automatic probation for one term or their eligibility is revoked.

A good standing student who does not successfully complete the minimum number of attempted credits to maintain a good standing, but who does successfully complete at least one credit will qualify for one term on automatic probation where he or she will have continued access to financial aid.

Future financial aid is revoked if no credits were successfully completed or a cumulative GPA drops below 2.0.

Removal from Probation Status

To regain good standing, meet the required term credit completion rate listed above and maintain a cumulative GPA of 2.0 or higher.

If, while on Financial Aid Probation, you do not meet these requirements, future financial aid will be cancelled, placing you on Financial Aid Suspension. Financial Aid Suspension will continue until you meet good standing requirements. However, if you otherwise complete a probationary term with credits/grades that meet good standing requirements but your cumulative GPA requires more than one successful term to reach the minimum 2/0 level, Financial Aid reserves the right to review your progress and extend your probationary status to a subsequent term.

Financial Aid Suspension

If you do not maintain good standing, qualify for an automatic probation term, meet the good standing requirements during a probationary term, or are suspended from College enrollment, your financial aid awards for future terms will be cancelled.

If you completely withdraw before the 61% point of a term or do not attend classes for which you have received financial aid, federal regulations require RCC to recalculate your earned aid in direct proportion to the percentage of the term you completed, then share with you in the repayment obligation.

How to Reinstate Good Standing

There are two possible ways to become reinstated if your eligibility has been suspended:

1) Term on Your Own
  • If you did not complete the minimum number of attempted credits - attend at least one term without financial aid funding, successfully completing at least the number of program credits that you were insufficient in to maintain good standing.
  • If you did not earn a cumulative GPA of at least 2.0 - successfully complete enough credits, without financial aid, to bring your cumulative GPA up to at least a 2.0.
2) Reinstatement by Appeal
  • If you experienced extenuating circumstances (such as a sudden illness or injury, or a death in the family) that occurred during the term, were beyond your control, and directly affected your ability to successfully complete the term, you may appeal for reinstatement.

Satisfactory Academic Progress Appeal Process

You may initiate a Probationary Term Appeal or a Time Extension Appeal.

Probationary Term Appeal:
  • 1) Sign and submit a written appeal that explains your extenuating circumstance (ex. injury or illness or death in family) and how it will not affect your future academic success. Appeal forms pdf icon may be printed from the linked PDF file, and paper copies are also available at Rogue Central Services for Students. Examples of unacceptable "extenuating circumstances" include withdrawal to avoid a failing grade, dislike or blaming of your instructor, or stress.
  • 2) Submit documentation (ex. Doctor's note or death certificate) with your written appeal that supports your statements, whenever possible.
If your appeal for a probationary term is approved, you will be placed on Financial Aid Probation for one term during which time you may receive financial aid. At the end of your probationary term, you must meet credit completion requirements with a 2.0 cumulative GPA to reinstate good standing.

Appeals will be reviewed by a Financial Aid representative. Denials on second or subsequent appeals are made by the Financial Aid Director or Assistant Director. You will be notified in writing of the decision.

 Time Extension Appeal:
If you cannot graduate or complete your transfer program within the maximum cumulative credit allowance, you may appeal for an extension.
  1. Complete and submit a Satisfactory Academic Progress Appeal Form .
  2. Submit a copy of your official Degree Evaluation from RCC's Enrollment Services Office. Or, if your major is a non-RCC degree granting program, the signed equivalent of a Degree Evaluation from your academic advisor at your transfer institution to document the number of lower-division credits you have outstanding.
If your time extension appeal is approved, you will be given an additional credit allowance, during which time you must enroll only in courses that are required for program completion. You will be notified in writing.

If you believe the circumstances in your appeal were misunderstood and you have documentable reason(s) why it should not have been denied, you may submit a written request for re-evaluation by a Satisfactory Academic Progress committee, generally consisting of Counseling, Enrollment Services and Financial Aid representatives. Your re-evaluation request will be considered after new or clarifying documentation is submitted. You will be notified in writing of the decision, which is final.
