Governance/Foundation
Governance of the College is conducted jointly by a seven-member Board of Education and the College president. The Board hires the president, sets policies and approves the College’s strategic plan and budget to ensure mission fulfillment. The president administers policies and procedures, implements the strategic plan, ensures fiscal accountability and oversees the daily operations of the College. Three division vice presidents representing Student Learning and Success, Finance and Operations, and People, Culture, and Safety report directly to the president who delegates leadership responsibilities to each. The Community and Governmental Relations Coordinator reports directly to the president. The Executive Director of the RCC Foundation also reports to the College president and the Foundation Board.

Operations and Finance
The Operations and Finance Division is tasked with providing essential support that keeps the College running smoothly. Whether it’s managing financial resources, overseeing administrative functions or handling behind-the-scenes logistics, Operations and Finance is dedicated to keeping the College operating efficiently. A wide range of departments fall under this division including Auxiliary Services, Shipping and Receiving, the Business Office, Budget, Contracts and Procurement, Facilities Maintenance, Planning and Construction, Institutional Research, Information Technology Services and Grants Administration.

People, Culture and Safety
The People, Culture and Safety Division is committed to promoting an inclusive, responsive, dynamic and compliant campus community through a wide array of activities and initiatives, complemented by the provision of policies, tools, resources and professional development opportunities. The division includes various departments and functions including Marketing & Communications, Human Resources, Student Employment, Payroll, Employee and Labor Relations, Risk Management, Security and Public Safety, the Office of Diversity, Equity and Inclusion, and Title IX/Harassment/Discrimination Response.

Student Learning and Success
The Student Learning and Success Division includes the academic and non-credit learning opportunities along with student programming and support. Academic programs include the Associate of Arts Oregon Transfer (AAOT); Associate of Science (AS); Associate of Science Oregon Transfer–Business (ASOT–Business); Associate of Applied Science (AAS) and Associate of General Studies (AGS). The College offers Career and Technical Education (CTE) degrees, certificate programs, Career Pathway Certificates and apprenticeship programs. Other non-credit programs include GED® and Pre-College Education, Continuing Education, Community Education, Small Business Development Center and Workforce Training. Student programming and support areas provide a broad range of programs and services designed to promote equitable enrollment, support student persistence and academic success, enhance student engagement and promote the social, emotional and ethical development of students. This includes Recruitment and Admissions, Advising and Placement, New Student Orientation, Registration and Records, Financial Aid, Student Employment, Athletics, Access and Disability Resources, Military Services, Title IX student programs, Counseling, Student Government and Clubs and TRIO programs.
